SERVICE THE LIMIT - WELL SERVICES ENGINEER FOR SHELL BRUNEI

Purpose of Job
Process owner for Services the Limit - the primary role of the Well Delivery Performance Improvement Focal Point is to generate a performance ethos and learning culture in the Well Services operations.

SMEP/EPA

Technical Services Wells is a centralised Service Unit providing Well Engineering and Well Services capability to the Asset Teams (East/West/Land). The group incorporates a Business Services Section which provides contracting and procurement support to the department.

TSW are engaged in a wide spectrum of drilling and well servicing activities from land to deepwater. The prime focus is on new oil generation through the delivery of ca. 50 new wells per year and production maintenance. TSW are responsible for all Wireline, Well Completions, Well Head Maintenance, Well Testing, Stimulation and Hoist operations conducted on B.S.P.s concessions comprising of two offshore fields and six onshore fields.

BSP operates some 1200 wells in fields both offshore and onshore (in urban and semi remote jungle locations). Offshore platforms range from small shallow water jackets to larger open top drilling platforms in up to 60 meter water depth. Well designs encompasses most forms of artificial lift, single & dual string completions, multi-laterals, intelligent completions, splitter wellheads and low to high pressure wells. Completions on land are installed using a BSP operated Rambler workover rig. Offshore completions are run by tender drilling rigs (semis) and jackup rigs
BSP completes or works over 30-50 wells per year offshore and some 20-30 wells per year onshore.

The position is responsible for coordinating and facilitation of StL. He/She shall liaise and maintain contact with other StL’Es across the world (SMEP/EPA) and share Best Practises. He shall be responsible for promote StL concepts on all operations.


Principal accountabilities

• The StL Engineer will be the Focal Point and champion of the StL process on the Well Services.
• The StL Engineer will be the Focal Point and champion of the StL process in the office (Asset Team, GWDP team, Business Unit, OU, Shell)
• Run After Action Reviews and share learnings on the Well Services Operations.
• Attend all StL meetings relevant to the WS/well in the office: Value Challenge, SWOP, and other StL meetings.
• Continuously promote StL concepts on all operations.
• Maintain full records of Well Services operation w.r.t. performance (including time and cost).
• Broadcast both good and bad performance to operations crews, and implement incentives where appropriate.
• Learn Well Engineering skills while not interfering with the operations processes.
• Support Field Supervisor + Team leader by keeping them informed on all performance issues.
• Report directly to Area Supervisor/Section Head/StL Coordinator in office, with an equal responsibility to keep the Team leader fully informed (not a spy).
• Keep an overview of all “soft” issues w.r.t any Well Services and operations management
• Be an excellent communicator of both good and bad news
• Support rDtLE’s in the office when necessary (preparation/facilitation of rdtL workshops…).
• Maintain contact with other StLEs across the world and share Best Practises.
• Maintain & update monthly Toetrack/KPI and share with SMEP/EPA.
• Focal point & Coordinate monthly StL video conference meeting with SMEP/EPA/BSP.
• Maintain close liaison with field supervisor and operations safety staff on performance vs. HSE issues.
• Facilitate all rig-based StL meetings as and when required.
• Track innovative ideas on all operations through to completion (eventually act/develop…)
• Interface with the rest of TSW and the already-embedded StL approach
• Support & review monthly Well Services report for performance improvement learning.

Main Tasks:

• Organise and facilitate all StL meetings for all section in the office.
• Share highlights on Well Services Performance & Initiatives during the Weekly Friday Menang & Wednesday Perkumpulan Meeting
• Develop high quality Well Services skills and stay abreast of new technologies/developments.
• Publish and disseminate StL info (good and bad news) within the OU and the Shell group.
• Coordinate StL over 2 or more operations.
• Promote StL concepts within OU/Shell/AU/etc.
• Work where necessary on changing attitudes of all staff within the OU to ensure StL concepts operate at all level of the business.
• Assist in developing Company policies and procedures to include StL learning.
• Involve himself in Well Services planning from Completion design to abandonment.
• To ensure compliance of GWDP/BSP-73 Business Process and implementation of Well Delivery sub-process on planning, execution and improving standard & non-standard well servicing activities.
• To promote amongst senior supervisors awareness of StL (SWOP/AAR). Detailed of Risk & Opportunity register, analysis of Well Performance Indicator’s learning points shall be entered in Det@il the TSW Action Tracking and Learning System.
• Business Improvement Project review & follow up monthly (ie: Wireline Performance tracking ).
• Coordinate rDtL (ie: Pacetter Projects) Performance Improvement Programme for Hi Impact Activities as identified in rDTL workshop for Well Services.

Qualifications
Required  Higher National Diploma in Engineering or higher.
Preferred  Graduate Degree in Engineering, with prior Well Services / Well Engineering experience. Records of DtL experience would be an advantage.

Experience • 8+ years experience in well engineering / well services operations with good technical and business background; Preferably 3 years must have been spent at a StL/Well Delivery Performance focal point level.

Training • IWCF certification on well control shall be an advantage.

PROJECT MATERIALS COORDINATOR for SHELL BRUNEI

Purpose of Job
To co-ordinate all procurement and logistic tasks for project materials.

Principal accountabilities

 To ensure timely provision of materials of the right quality and cost to enable successful completion of projects.
 To co-ordinate all project procurement activities, engineered either in-house or by consultants.
 Provide PMC services achieving objectives and Targets set out in the Service Agreement and contribute figures and information for quarterly Service Agreement review.
 To review project execution plans and advice project matrix members on procurement aspects of the schedule.
 Provide on every fortnight materials progress reports, latest ROS dates, highlighting any problems (shortages, delays, changes, etc) and ensure agreed follow-up actions are implemented.
 Analyse material progress reports and chase/expedite the buyers accordingly.
 Update on every month surplus materials list and report usage as commercial savings.
 Review surplus materials on yearly basis with a view to scrap for sale by tender for materials with no foreseeable usage.
 Assist project engineers to source alternative materials for shut down fabrication requirements.
 Liase with STL department for Receipt Inspection on-site materials handling, preservation, storage requirements etc.
 Control, distribute and file all materials related documentation during procurement and construction phases.
 Review buying description and identify discrepancy.
 Ensure that inspection and certification documents are received from suppliers/vendors.
 Contribute to Project Closure Reports.
 Be proactive and keep Required on Site (ROS) dates for Material Requisitions (MR/BOMS) in line with actual activity. Ensure “closed projects" are identified and that MRs and BOMs are deleted from SAP.
 Monitor items in frequent and repetitive demand and recommend to raise stock proposal to keep items in stock.
 Co-ordinate meetings between Engineers and Buyers. Review project programs and check material status. Liaise with Buyers/Expeditors.
 Facilitate Technical evaluation review meetings and participate in Equipment Kick Off Meetings.
 Control the assignment of Third Party Inspections and advise Project Engineers on need.
 Review and clear SAP inconsistency including invoice cleared with no Receipts for Project related demands.
 Liase with Suppliers on Urgently required and overdue materials.
 Participate in Project Value Engineering workshops and Project strategy developments.

SENIOR UNDERWATER COMPANY SITE REPRESENTATIVE FOR SHELL BRUNEI

Profile:
1) Should hold at least an HND (Diploma) or Degree in any engineering field preferably mechanical or structural engineering or a wide experience level acceptable to BSP.
2) Must have at least 20 years in underwater operations and engineering experience in the Subsea engineering (Saturation, Air & ROV) industry with a commensurate amount of time in CSR, supervisory and/or management roles.
3) Must have at least 5 years recent experience as a Company representative / Project Manager / Diving Superintendent on a DP DSV
4) Must be competent in underwater operations and preferably possess the relevant underwater certification e.g. HSE Pt II, IMCA Supervisor or must have equivalent experience acceptable to BSP.
5) Should be fully familiar with Underwater Inspection techniques and equipment.
6) Must be fully conversant with the IMCA DO14 International Code of Practice for Offshore Diving.
7) Should be aware of relevant legislation / guidance in Brunei in relation to underwater operations and safety e.g. IMO regulations.
8) Must be able to communicate (both written and spoken) in English fluently.
9) Must be capable of producing reports, audit documents, charts, forms, presentations etc. using word processing software (Word, Excel, PowerPoint)

Roles:
1) To direct and monitor the Contractors on site Diving & ROV Inspection, Maintenance and Remedial underwater activities, ensuring that they are safely and efficiently executed in accordance within the agreed procedures.
2) To monitor and ensure that the agreed scope of work is completed in order to maintain the technical integrity of the Company Assets.
3) To promote, enforce, audit and maintain underwater equipment and personnel standards both within Shell companies and within contractor organisations as they pertain to diving and ROV operational standards promulgated by the Shell Group of companies (Diving Centre of Excellence) and the International Marine Contractors Association (IMCA).

Responsibilities:
1) To direct and monitor the Contractors on site Diving & ROV Inspection, Maintenance and Remedial underwater activities, ensuring that they are safely and efficiently executed in accordance within the agreed procedures.
2) To monitor and ensure that the agreed scope of work is completed in order to maintain the technical integrity of the Company Assets.
3) To monitor contractors offshore underwater intervention operations to ensure positive HSE management and compliance to the relevant Diving and Marine legislative standards, as well as compliance to BSP HSE MS objectives. This to include direct action in monitoring and being closely engaged in compliance of the Diving Contractor to his HSE Plan.
4) Promotion of a robust and sustainable safety culture offshore including safety inductions, toolbox meetings and weekly / monthly HSSE meetings.
5) Be fully familiar with BSP emergency and contingency plans for Vessel / Diving or General Offshore emergencies (Platform fire / Oil Spills / Rescue), requiring Marine intervention medical treatment or evacuation.
6) Monitoring emergency response activities arising from incidents associated with underwater operations and act as Client focal point during Emergency response.
7) Ensure any incidents pertaining to underwater operations (including near misses) are reported in a timely manner and to act as the first point information gatherer and incident reporter with appropriate undertaking of interviews and incident cause analysis.
8) To ensure that contractors Hazards & Effects Management Planning (HEMP) is in place, and HSE risks associated with the work scope / practices are identified and managed by the contractor’s supervisors for diving & marine.
9) Conducting HAZID and Risk Analysis with regards to underwater operations in support of the Underwater Maintenance and Inspection Contract.
10) Ensure that personnel arriving onboard have a current PSL, and that they are given a full safety briefing by the Chief Officer (Vessel Safety Officer).
11) Ensure that contractors diving equipment, personnel and procedures comply with contractual requirements, diving operations are well planned and documented, and Quality Assurance and Quality Control procedures used on board are in line with BSP current policies & procedures.
12) The safeguarding and maintenance of all underwater equipment with regard conformance to industry standards (IMCA).
13) Monitoring of Contractor resources, reporting of daily progress and highlighting any anomalies.
14) Highlighting any changes to offshore work programs to onshore support team.
15) Monitoring of performance targets.
16) Act as the focal point between the operator and the contractor especially for PTW interface, operational liaison, and technical input to ensure smooth management of offshore interfaces.
17) Facilitate logistical support requirements for helicopter, supply boat and personnel requirements.
18) Ensuring that all communication (both process and equipment) pertaining to underwater operations and safety is established and complied with.

SPECIALIST ELECTRICAL MAINTEMANCE ENGINEER REQUIRED FOR SHELL BRUNEI

Principal accountabilities


Establish and update equipment maintenance policies for strategic planning purposes.

Provide electrical maintenance engineering support to AU WEST in accordance with BSP-71 & 72 and assist AU to resolve any electrical system failure.

Provide expertise advises and technical support on the control systems of the Company main gas diesel gas generators such as control logic ladders, start-up sequencing, processes and functions. Leads investigations relating to problems, design, and will recommend and implement modifications as required. Turbine control systems include Allen Bradley PLC and Triconex. Experience with the use of Computer based HMI systems to the programming level (Wonderware, or equivalent). PLC programming and troubleshooting (Allen Bradley, or equivalent).

Minimise deferment and maintenance costs.
Lead RCA for electrical discipline, and help AU to identify root causes.
Initiate projects for defect elimination and supported the project team for the solutions.

Apply Reliability Cantered Maintenance, and use Failure Mode Effect Analysis to improve the reliability and availability of the equipment that are critical to HSE and operations.

Identify spare part list for critical equipment, and scheduling tasks for planned PM and shutdown activities. Handling daily assigned tasks through computerized system SAP.

Supporting all AU units in the day-to-day activities in the area of maintenance optimisation.

Provide specialist advice and technical support on reliability studies, systems effectiveness efficiency to Asset Units.

Analyse condition monitoring and reliability engineering data results & propose improvements.

Participate in Asset integrity review such as FAIR, Engagement visits, Proof of Concept, etc.

Lead/perform HSE / Integrity inspections.

Provide on the job training for and coaching for local staff, GFEs and students.
